The Tennessee Titans waived punter Josh Miller on Tuesday and replaced him on the roster by signing defensive back Tuff Harris. Miller took part in Tuesday morning's special teams session before being released. Miller signed with the Titans on April 25 and spent all but the final two practices of training camp with the team.
